The EU's Rural Development Regulation for 2007-2013 is now operating at full speed, with 93 national and regional operation programmes having been approved by Brussels. But this year's Health Check plans promise a major financial boost to the CAP's Pillar 2 from as early as 2010.
There is widespread agreement that more needs to be done to support the Commission's 'key objectives' for future rural policy - supporting bioenergy, mitigating climate change, protecting biodiversity and managing water resources. But there is huge controversy over the commission's proposed method for raising this money.
'Progressive modulation' would create an extra €2 billion a year for Pillar 2 by 2013, plus a further €1.6 billion in national co-financing. These are amounts which would boost overall rural development budgets by up to 25%.
But are EU agriculture ministers ready to agree to a modulation mechanism which would transfer 13% of direct aid payments away from farmers - or as much as 22% in the case of Europe's largest farmers?
These contentious plans form the centrepiece of Agra Europe's annual Rural Development in Europe conference. Explaining the Commission's proposals will be Lene Naesager, rural development specialist in the Cabinet of the EU Commissioner for Agriculture and Rural Development, Mariann Fischer Boel.
Responding to them will be representatives of national governments, including the UK, Romania and Finland, as well as farmers' and landowners' groups, and representatives of environmental nongovernmental organisations.
The conference will also include a special session on renewable energies and their potential to transform rural economies. Key rural policy issues such as water management and forestry development will also be explored at the conference, while other speakers will share their experience of LEADER groups, national rural tourism initiatives, and much more.
